PhD Opportunity: Assessing Capacity Building in Canada's Northern Research
In 2000, Canada's northern research was characterized as being in a 'state of crisis' with calls for greater investments in training and capacity building to generate knowledge in the North, for the North. Over the last fifteen years a number of efforts have been made, both large and small, to enhance northern research capacity . Recognizing the need to better understand recent progress and inform northern research policy, this PhD research opportunity seeks to address the following general questions:
• What does capacity enhancement and Highly Qualified Personnel (HQP) mean in a northern resource development context?
• How can we better assess progress towards enhancing research capacity and developing HQP in northern Canada?
• To what extent have policy initiatives enhanced northern research capacity on environment and natural resource issues in Canada and how?
This exciting and high-profile research opportunity will involve diverse networking opportunities with actors involved in northern scientific knowledge production and training in Canada and inter-jurisdictional travel within Canada to collect and disseminate data. The student will be based in the Sustainable Futures Research Laboratory in the Department of Natural Resource Sciences at McGill University (http://sustainability-research.mcgill.ca). This dynamic group is working on international, leading edge research related to sustainable natural resource management and policy.
In collaboration with partners, the student will design the research, including theoretical and methodological dimensions. This will involve developing data collection tools, collecting and analyzing qualitative and quantitative data, undertaking data entry ensuring quality and confidentiality, and preparing a Ph.D. dissertation, project reports and research manuscripts. The successful applicant will be offered desk space, formal research support and a field research stipend through the Executive Council Office, Government of Yukon based in Whitehorse. An annual stipend of $18,000 for three years will be provided through the NSERC CREATE Environmental Innovation programme, with additional funding support available on a competitive basis. An internship with an industry or Aboriginal organization operating in the north will also be required.
This position requires time based in Montreal for course work and in Whitehorse for an internship and field work. Student can be based primarily in either location.
