The upcoming 3rd Arctic Observing Summit, AOS 2016 (http://www.arcticobservingsummit.org/aos-2016-themes-and-important-announcements ), will be held at the University of Alaska, Fairbanks, March 15-18, 2016, in conjunction with Arctic Science Summit Week (March 12-15) and other side events such as the 2016 Arctic Council Senior Arctic Officials meeting (March 15-17), public lectures, and others. We look forward to receiving community input in the form of AOS WHITE PAPER AND SHORT STATEMENT CONTRIBUTIONS (instructions available online). We welcome your POSTER PRESENTATIONS and the call for abstracts is NOW OPEN.

Background:



Polar Knowledge Canada<http://www.canada.ca/en/polar-knowledge/index.html> (POLAR) was established on June 1st, 2015.  It merges the mandate and functions of the Canadian Polar Commission with the world-class Canadian High Arctic Research Station (CHARS) and its science and technology program.  This includes an Antarctic mandate, and a commitment to develop a National Antarctic Research Program for Canada, with continued advice and guidance from the Canadian Committee on Antarctic Research<http://www.canada.ca/en/polar-knowledge/advancingpolarknowledge/ccar/index.html> (CCAR).



POLAR will host a workshop in Ottawa in Spring 2016 that will bring together the Canadian polar research community to determine science and technology priorities for a National Antarctic Research Program for Canada. Results from the Fall 2015 call for input will be used to identify areas where Canadian expertise (Antarctic and Arctic) may assist in addressing pressing Antarctic and Southern Ocean research questions. A second call for input in February/March 2016 will advance the ideas explored in the first call to develop Canada's best way forward to support a Canadian Antarctic Research Program, in collaboration with the international polar research community. Results from both calls for input will be used to facilitate the discussions that will take place at the Spring 2016 workshop.



POLAR's Canadian High Arctic Research Station (CHARS) and its science and technology program are already attracting significant interest from the international polar research community. POLAR has been actively working to establish Letters of Agreement or Memorandums of Understanding with institutions such as the National Center for Scientific Research (CNRS) in France, the National Research Council of Italy, the Instituto Antártico Argentino, and the British Antarctic Survey in order to strengthen scientific cooperation in the polar regions, and has received expressions of interest from institutions in other countries. It is these institutional-level agreements that will enable POLAR to negotiate collaborative partnerships whereby CHARS is used to leverage the resources needed to establish and support a Canadian Antarctic Research Program. Successful achievement of program results in terms of increased understanding of pressing Antarctic and Southern Ocean research questions can then be used to solicit further resources to support an expanded program.

At the start of this new term we are happy to announce that the Terms of Reference/ Rules of Procedures (TOR/ROP) written by our working group has been approved by the current APECS board. 

According to our new TOR/ROP APECS Canada operates under the leadership of our open board and a leadership team that will be elected from the board by the board.  The open board will be voted in each fall term by the outgoing board.  

As such we are opening the NOMINATION PERIOD for the incoming Board members for the 2015-2016 term. The Board term is from 1 October to 30 September of each year and is renewable. All current Board members must please re-apply including anyone who joined recently in mid-term. 

Eligibility: 

Anyone who is a current member of APECS Canada can self-nominate to become a member of the board.  To clarify, you become a member of APECS Canada by ensuring you are signed up as a member of APECS International,  as APECS Canada is a national committee under APECS.  

Nomination

We ask our members to please self-nominate!  To do so, please submit a brief statement of interest (250 word max) and a C.V.  In your statement please state your name, your institution, your degree and program as well as any relevant information regarding your activity with APECS to date and your desired contribution to the board.  If you are currently or have in the past been a resident of a northern region of Canada please let us know, as we actively seek members from the north to join our board and leadership.

2.4 The roles and responsibilities of the Board

 2.4.1 All APECS Canada members are eligible to serve on the Board.

2.4.2 The Board is mandated to make decisions and implement APECS Canada directions, activities, governance, and organizational structure. All members of the Board shall further the long-term interest of APECS Canada while fulfilling the mission of APECS Canada.

 2.4.3 All members of the Board are responsible for attending meetings. Board members are expected to work together outside of their outlined duties to promote major APECS Canada activities and governance.

2.4.5 The Board term is from 1 October to 30 September of each year and is renewable. Board members joining mid-term will be up for renewal with all Board members on 30 September.

2.4.6 Terms are for 1 year and renewable, with the hope that not all Board members change at each nomination period in order to provide continuity. 

2.4.8 The APECS Canada board will consist of at least 5 members to be considered active and held to these Terms of Reference and Rules of Procedure. There is no maximum size to the Board. The Board has the power and authority to increase or decrease its members as it sees fit based on the growth and development of APECS Canada, while maintaining at a minimum of at least 5 members.  

 

2.4.10 Board Members are entitled to:

1.  Voting privileges on matters of importance to the TOR or ROP;
2.  Participate in decision-making for APECS Canada; and
3.  Apply to be a part of APECS Canada's Board Leadership Team.
   

2.4.11 Board members have the right and responsibility to share information on their organizational and research area's activities with APECS Canada members on a regular basis, as well as distribute APECS Canada information to their organizations' members.

2.4.12 In addition to the responsibilities of communication and participation, Board members must also contribute to a number of APECS Canada events and activities each year including, but not limited to, the following tasks to build and enhance APECS Canada as an organization, for example:

• Post news items to the APECS website and social media pages

• Participate and/or organize a webinar 
  
• 
  
• Create a 'did-you-know' factoid for distribution

Postdoctoral Fellowship in Arctic Shipping and Community Impacts

The Environment, Society, and Policy Group (www.espg.ca) at the University of Ottawa (Department of Geography) is seeking applications for an 18 month postdoctoral fellowship to work on our latest research project: AMAIS - Arctic Marine Activities Integration & Synthesis Project (AMAIS): Enhancing Ocean Governance Through the Northern Marine Transportation Corridors.  Dr. Jackie Dawson – Associate Professor and Canada Research Chair in Environment, Society, and Policy, will supervise the position.

With the Canadian Coast Guard, Oceans North Canada, and the Canadian Ice Service – and in collaboration with Inuit Tapiriit Kanatami (Canada's national Inuit organization) the overarching aim of the AMAIS project is to: contribute new knowledge that can be used to ensure safe Arctic shipping by informing the prioritization and enhancement of the Northern Marine Transportation Corridors.

The position would involve working on an interdisciplinary team to create 'local marine use zones' including sensitive ecological and socio-cultural sites for overlay and integration into the northern marine transportation corridors. The postdoctoral fellow will have the unique opportunity to engage with Inuit leaders and other federal policy makers by organizing a stakeholder workshop in Ottawa. The successful applicant will also travel extensively in the Canadian Arctic to facilitate community public participation geographic information systems (PPGIS) workshops in four Arctic communities.

The commitment for this position would be for 18 months (with the possibility of an extension of 12 months).  The start date is somewhat flexible but will begin no later than January 2016.

 Experience working in Inuit communities and beginner GIS skills are an asset.

MSc opportunity – "Invertebrate herbivory in Arctic and alpine tundra"

We are looking for an MSc student to participate in a project on invertebrate herbivory in tundra ecosystems under the supervision of Dr David Hik (University of Alberta) and Dr Isabel C Barrio (University of Iceland).

The project will investigate the impacts of invertebrate herbivory on arctic and alpine ecosystems.  Herbivory is a dominant interaction in tundra ecosystems, but the role of invertebrate herbivores in these systems has not been extensively investigated, and the prevalence and variability of the impacts of invertebrate herbivores at different tundra sites has not been evaluated.  Invertebrate herbivores are likely to respond faster to ongoing environmental changes that are occurring at unprecedented rates in these environments.  Methods to measure invertebrate herbivory are critical to establish monitoring programs that allow detection of changes over time.

The student will have access to samples collected at a network of sites using a common protocol (http://herbivory.biology.ualberta.ca/protocol/invertebrate-herbivory-protocol/).  In addition, the student will be encouraged to develop other research questions within the framework of this project, with the possibility of including a field component.  The outcomes of this research project will improve our understanding of the role of invertebrate herbivory in tundra ecosystems.

The student will work as part of an international team of researchers, and be involved in a dynamic research network, the Herbivory Network (http://herbivory.biology.ualberta.ca).

Required qualifications: requirements for MSc applicants at the University of Alberta can be found here (http://www.biology.ualberta.ca/programs/graduate/apply-now/apply-now/).  International students are also encouraged to apply. Candidates should hold an undergraduate degree in biology or equivalent field.

Funding: the position will be funded by a combination of research grants and by a competitive teaching assistantship.  Applicants are also expected to be competitive for applications for other scholarship and research support.  The position is for 24 months and will begin as soon as January 2016.  The student will be based at the University of Alberta in Edmonton, and will have opportunities for international collaboration.
